Toni is one of Mark's subordinates, and she takes in Angel as a new recruit for the Doomsday Group. She is the one where Angel sees a menacing, orange light in her mind (possibly the presence of the One Light). Her thoughts help the reader see more of how the Doomsday Group members feel: a need to be perfect, to fit in out of terror.
Toni is introduced in ANGEL, but is not seen in any other books.
