Tetra is a hidden city in a desert canyon far from the City of the Dead. Unlike the City of the Dead, the air and water is clean, and there is little to no poverty.

The Flock (except for Fang and Hawk) have been living in Tetra, the base of Angel's resistance group known as Freedom. The Flock take Hawk and her friends flying to Tetra, where Moke, Rain and Calypso receive medical care and detoxing. After recovering Max, the Flock returns there once again to plan how to free the City of the Dead.
Tetra is shown once more in the epilogue, as Hawk recovers in the Flock's home there.
Description[]
Tetra was hidden in a system of connected canyons. A clean river flowed in a narrow channel through the main canyon. The settlement had two separate natural springs, and the water continually deepened the canyon a little at a time.
A village was spread in between the overhanging canyons, with multiple streets. Stores and houses were carved into the stone sides of the canyon. Most of the city was a collection of caves or tunnels, some of which had walls resembling "striped, twisted clay." To newcomers, it could be a maze difficult to navigate.
Homes were cheerful with curtains or window boxes of flowers, and there were decorations such as a stone bench covered in carvings of animals such as squirrels. Homes tended to be dimly lit. In the deeper parts of the canyons, people mostly used candles rather than electric lights.
Hawk was startled by the happiness of the residents, and the lack of pollution. She was also surprised to learn that furniture was made of real wood.
